Yes! In general, an Affidavit or document which specifies that it is to be signed by a notary from a specific province or state can still be validly signed and notarized by a duly by a duly licensed lawyer / notary from any other province or state.
Often, legal documents will arbitrarily include a reference to the notary being from a specific province or state. There is no known legal basis that restricts or limits notaries or lawyers from another province/state from signing.
For example, a document may say: "A Notary Public in and for the Province of British Columbia", but you are located in Ontario. Do you have to fly to BC to sign this document with a BC notary? No!
