When someone is acting as a "guarantor" on a passport application, there is a requirement that the guarantor has known you personally for a certain period of time. Unless the Notary Public who notarizes your document has known you for the required amount of time, they would not be able to act as your guarantor BUT there is a solution!
You can complete a Statutory Declaration in Lieu of Guarantor form, to accompany your passport application. Once this document has been completed, you would need to bring it to one of our in person notaries, along with your passport photos and your photo ID to one of our in person locations, click here to find and book an appointment with a Notary Public near you.

I am in California trying to get a new passport to get back to Canada.
It is useless to tell me to show up at your office. If I could do that, I wouldn't be asking for form PPTC 132.
